Alleged Sex Offender Indicted On 11 Counts; Nine Others Indicted

NORWICH— The Chenango County Grand Jury indicted an alleged sex offender on 11 counts and nine others for violence, theft and other drug and alcohol related crimes on Dec. 17.

• William J. Quigley, 53, Sidney, was indicted on course of sexual conduct against a child in the first degree, a class B felony; four counts of criminal sexual act in the first degree, a class B felony; four counts of criminal sexual act in the second degree, a class D felony; and two counts of endangering the welfare of a child, a class A misdemeanor.

It is alleged during the time period of Sept. 2006 through Jan. 2008, at 3554 state Highway 12 in the Town of Oxford and at a private residence on Cathleen Street in the Town of Oxford, Quigley did perform oral sex on a male child under 13 years of age on more than one occasion. The child was nine years of age when the alleged sex crimes first took place in Sept. 2006.

It is also alleged during the months of Sept. and Oct. of 2006, at a private residence on Cathleen Street in the Town of Oxford, Quigley did perform oral sex on another male child less than 15 years of age on more than one occasion. The child was 13 years of age when the alleged sex crimes took place.

• David Quintana, 33, Norwich, was indicted on assault in the second degree, a class D felony; criminal contempt in the second degree, a class A misdemeanor; and assault in the third degree, a class A misdemeanor.

It is alleged on or about Nov. 22 at Denny's Restaurant and Bar, located at 75 N. Broad St. in the City of Norwich, Quintana did intentionally cause physical injury to Norwich City Police Officer Adam Francis, while he was performing a lawful duty. Quintana –while being placed in a patrol vehicle by Officer Francis– did kick the door shut of the patrol vehicle while the officer's hand was between the door and the door frame. The officer's hand was crushed, causing pain, swelling and bruising.

It is also alleged, at the same time and place, Quintana violated a court mandate signed on Dec. 10, 2013 by Judge James E. Downey, preventing him from patronizing establishments that sell alcoholic beverages for on-premise consumption until Dec. 9, 2014.

• John E. Fassett, 28, Port Crane, was indicted on grand larceny in the third degree, a class D felony and petit larceny, a class A misdemeanor.

It is alleged on or about July 28 at approximately 4:30 a.m. at 125 Collier Rd., in the Town of Smithville, Fassett did steal property belonging to Gary Shoemaker. He allegedly stole Shoemaker's Arctic Cat 500 ATV 4-wheeler with an approximate value of $6,000.

• Youthful offender, 17, Norwich, was indicted on burglary in the second degree, a class C felony and petit larceny, a class A misdemeanor.

It is alleged on or about a day in the month of Sept. at 72 Birdsall St., in the City of Norwich, the youthful offender –while acting in concert with another– did knowingly and unlawfully enter and remain in the dwelling of Leonard Pardo and Grace Adsit with the intent to commit larceny.

The youthful offender allegedly did commit larceny by stealing a white medium-sized safe, a silver watch, an AK-47 rifle, two 20-round magazines 7.62 caliber, 500 rounds of 7.62 caliber ammunition, a pasta machine and different types of medications from within.

• Jared S. Quackenbush, 19, homeless, was indicted on burglary in the second degree, a class C felony and petit larceny, a class A misdemeanor.
