NCSD lays out $15 million building project

NORWICH – The Norwich City School District is putting forward a $15 million building project to be divided among each of the district’s four schools, as well as the field house and bus garage. The proposal marks the first major building project for the district since 2005.

Using accumulated funds from three primary sources (state aid, existing debt payments, and reserves), school officials say the project has been narrowed so it will bear no impact on the local tax levy.

“Our goal, financially, is to make sure it has no tax impact on the community,” said District Superintendent Gerard O’Sullivan. “Each building will have several million dollars going into it, but when we combine the money from those three sources, we’re able to propose what we think is a good building project.”

The NCSD building subcommittee is currently working out final details of the project with Tetra Tech, the architecture and engineering firm selected for design of the project. Tetra Tech also designed the $38 million building expansion project for the high school and middle school in 2005.

O’Sullivan explained that the proposed $15 million project will focus on four central concepts: security, energy savings, repair and renovations in each of the district’s facilities. The district has outlined a spending plan of $2.48 million at Stanford Gibson Primary, $2.57 million at Perry Browne Intermediate, and $5.17 million at the middle school and high school building. Additionally, $22,500 will be spent for drainage infrastructure at the field house, and $692,400 for safety and energy upgrades at the bus garage.

Stanford Gibson Primary

• $432,000 for replacement of original windows

• $340,000 for safety and security reconfigurations to the school’s main entryway

• $275,000 for kitchen renovations

• $15,000 for a backup power generator

• $350,000 for LED lighting throughout the building

Perry Browne Intermediate

• $275,000 for roof work

• $125,000 for safety and security reconfigurations to the school’s main entryway

• $215,000 for kitchen renovations

• $205,000 for an addition to the kitchen, including some new equipment
