Alleged Drug Dealer, Others Appear In County Court

NORWICH – Several individuals appeared in Chenango County Court on Monday for pleas, sentencing and mental health determination.

• Jennifer L. Perrotti, 39, New Berlin, appeared in CCC for her arraignment. She pleaded not guilty to criminal possession of a controlled substance in the third degree, a class B felony; criminal nuisance in the first degree, a class E felony; and endangering the welfare of a child, a class A misdemeanor.

McBride stated that Perrotti was allegedly dealing drugs out of New Berlin and was arrested after a search warrant.

Her attorney, Public Defender John Cameron, requested a lower bail as she has a husband and children who need her.

Bail was kept at $15,000 and a drug and alcohol evaluation was ordered. Perrotti was remanded to CCCF and is to appear in court at a later date.

It is alleged that Perrotti, on or about May 15, 2014, did knowingly and unlawfully possess approximately seven grams of cocaine with the intent to sell. It is further alleged that she used her residence for the purpose of engaging in unlawful sales of controlled substances, and did benefit monetarily and received controlled substances from the transactions that took place at her residence. Additionally, per the indictment, there were narcotics and hypodermic needles in areas accessible to a three-year-old child.

• Robert S. Despres, 61, Norwich, appeared in CCC for his arraignment. He pleaded not guilty to aggravated unlicensed operation of a motor vehicle in the first degree, a class E felony; and driving while his ability was impaired by drugs, a class A misdemeanor. Despres is to surrender his driver's license, participate in a drug and alcohol evaluation, participate in a mental health evaluation, not to drink alcohol or use drugs and have no further violations of the law until his next court appearance. Despres was released on his own recognizance. Despres reportedly does not have driving privileges in New York State.

Allegedly, Despres drove a vehicle on or about June 8, 2014 in the City of Norwich while his ability to do so was impaired and while knowing or having reason to know his privilege to operate a motor vehicle in New York was suspended or revoked. It is also alleged that Despres failed field sobriety tests and stated he had taken klonopin and tramadol that morning.

• Crystal M. Hall, 52, Norwich, appeared in CCC for her arraignment. She pleaded not guilty to welfare fraud in the third degree, a class D felony and submitting a false instrument for filing in the first degree, a class E felony. Hall was released on her own recognizance and is not to have further violations of the law or leave the county without permission before her next court appearance.

Allegedly, she hid wages from the Department of Social Services that she had received from a private employer. During the period of October 2011 through September 2013, Hall received food stamp assistance and Medicaid in the amount of $5,650.92 for which she was not entitled to receive.

• Max F. Welch, Afton, appeared in court for his plea and sentencing. He changed his plea from not guilty to guilty for aggravated unlicensed operation of a motor vehicle in the first degree, a class E felony and operation of a motor vehicle with .08 percent alcohol in blood, a class A misdemeanor. Welch was sentenced to four months of weekends of incarceration at the Chenango County Correctional Facility, followed by five years of probation less time served. Welch's driver's license will also be revoked for six months.
