NORWICH – The Chenango County grand jury handed up a number of criminal indictments Wednesday Nov. 20 and Thursday Nov. 21. At a grand jury proceeding, the Chenango County District Attorney's presents evidence against those they desire to prosecute. The jury decides, based upon the evidence, if there is enough reasonable cause to charge the individual with a felony offense.
If indicted by the grand jury, the individual will be arraigned before the county court judge at a later date.
The grand jury indicted a total of 22 men and women.
• Mark Crawford, 46, Guilford, was indicted on charges of aggravated sexual abuse in the second degree, a class C felony; and endangering the welfare of a child, a class A misdemeanor.
The indictment alleges that Crawford, on or about Oct. 27, 2013 in the Town of Guilford, did sexually abuse a child under the age of three years old and did cause physical injury to the child.
• Nicholas S. Barrows 27, McDonough, was indicted on charges of sexual abuse in the first degree, a class D felony; and endangering the welfare of a child, a class A misdemeanor.
Allegedly, Barrows subjected another person - under the age of 11 - to sexual contact in May of 2010.
• Joseph C. Hill, 53, Afton, was indicted on charges of first degree reckless endangerment, a class D felony; third degree criminal possession of a weapon, a class D felony; and fourth degree criminal possession of a weapon, a class A misdemeanor.
It is alleged that on or about Oct. 7, in the village of Afton, Hill did recklessly engage in conduct that posed the grave risk of death to another person by point a loaded rifle at a female on numerous occasions. It is also alleged the firearm's serial number was defaced.
• Adam S. Holt 24, Norwich, was indicted on first degree grand larceny, a class E felony; driving while intoxicated, a class A misdemeanor; petit larceny, a class A misdemeanor; and obstructing government administration in the second degree, a class A misdemeanor.
Holt allegedly, on or about Oct. 20, 2013, stole a vehicle not belonging to him in the Town of New Berlin and operated said vehicle while under the influence of alcohol. It is additionally alleged Holt intentionally attempted to prevent law enforcement from placing him into a patrol vehicle upon his arrest so that officers had to physically force him into the vehicle.
• Geneia M. Rood 38, Pitcher, was indicted on the class C felony of second degree manslaughter.
It is alleged that Rood, on or about Sept. 5 in the Town of Pitcher, did recklessly cause the death of a three-month-old female by giving the infant alcohol.
• Robert E. Baker, 58, Norwich, was indicted on charges of possessing a sexual performance by a child, and possessing an obscene performance by a child, both class E felonies.
Baker allegedly possessed a photo on his laptop of a female child performing an activity of a sexual nature on an adult male.
• David W. Lowe, 40, North Norwich, was indicted on one count of failure to register as a sex offender, a class E felony.
Lowe allegedly moved from his address in Mount Upton to a residence in North Norwich and did not register within ten calendar days of his change of address. As of Oct. 5, 2012, records of the Division of Criminal Justice indicated Lowe had not registered with the sex offender unit.
• Steven A. Cutting, 30, Norwich, was indicted on three counts of grand larceny in the fourth degree, each class E felonies; and four counts of petit larceny, each class A misdemeanors.
It is alleged that Cutting did steal various items from multiple locations in the City of Norwich, including – but not limited to – a Honda Civic, credit and debit cards, a camera, a Verizon cell phone, and a GPS.
• Jessica M. Crisell, 32, New Berlin, was indicted on the charge of criminal nuisance in the first degree, a class E felony.
The charges allege Crisell did knowingly and unlawfully – while in concert with another person – did allow other individuals to gather at her home for the purpose of engaging in the sales of controlled substances in the Town of New Berlin on or about Sept. 11, 2013. Allegedly Crisell received both cash and crack cocaine from the transactions.
• Charles A. Seitz, 56, Goddefroy, was indicted on charges of grand larceny in the third degree, a class D felony; criminal possession of a forged instrument in the second degree, a class D felony; and petit larceny, a class A misdemeanor.
It is alleged that on or about Oct. 16, 2012 in the Town of New Berlin, Seitz – while acting with another individual – did steal a backhoe from a business with an estimated value of $45,000. Seitz allegedly forged a check with the intent to defraud the business, then proceeded to steal the property.
• Michael A. French, 52, Greene, was indicted on the class E felony of driving while intoxicated.
