By: Kevin Doonan

NORWICH – Ten individuals were arraigned in Chenango County Court Monday afternoon, all pleading not guilty to the charges brought against them.

Dougher, 49, Binghamton, pleaded not guilty to charges of second degree criminal possession of a weapon, a class C felony; second degree criminal use of a firearm, a class C violent felony; tampering with physical evidence, a class E felony; and making a punishable false written statement, a class A misdemeanor.

Bail was continued at $15,000, which Dougher had already posted.

It is alleged that Dougher leveled a loaded Smith & Wesson .38 Special Revolver at another individual during a verbal exchange. It is also alleged that Dougher, conscious of the fact that said revolver was soon to be used in an official proceeding, attempted to prevent such use by disposing of it in the nearby Chenango River. Furthermore, it’s alleged that Dougher subsequently signed a written statement made to the investigating officer claiming that the revolver was a BB gun while knowing otherwise.
