Grand Jury Indicts Five

NORWICH – The Chenango County grand jury handed up a number of criminal indictments on Monday. At a grand jury proceeding, the Chenango County District Attorney’s Office presents evidence against those they wish to prosecute. It is up to the jury to decide if there is enough reasonable cause to charge a person with a felony offense.

Those indicted by the grand jury are arraigned before the county or Supreme Court judge at a later date.

The grand jury indicted five individuals:

• Christopher E. Joy, 45, Norwich, was indicted on charges of third degree criminal sale of a controlled substance, a class B felony; and first degree criminal nuisance, a class E felony.

It’s alleged that Joy, on or about Jan. 25, 2013 in the Town of Norwich, did knowingly and unlawfully sell the narcotic drug cocaine to an undercover police officer. It is also alleged that Joy did knowingly conduct or maintain a premises where persons came or gathered for the purposes of engaging in the unlawful sale of controlled substances and did benefit from the transactions that took place at his residence.

• Martin P. Kincaid, 29, Utica, was indicted on charges of third degree criminal possession of a controlled substance, a class B felony; and fifth degree criminal possession of a controlled substance, a class D felony.
