Nine Indicted By Grand Jury

NORWICH – The Chenango County grand jury met Wednesday and handed up a number of criminal indictments. At the proceeding, the Chenango County District Attorney’s Office presents evidence against those they wish to prosecute. It is up to the jury to decide if there is enough reasonable cause to charge a person with a felony offense.

Those indicted by the grand jury are arraigned before the county or Supreme Court judge at a later date.

The grand jury indicted nine individuals:

• Barry L.E. Rattley, 28, Brooklyn, was indicted on two counts each of third degree criminal possession of a controlled substance, a class B felony; and fifth degree criminal possession of a controlled substance, a class D felony.

Rattley is accused of knowingly and unlawfully possessing 102 glassine envelopes of the narcotic drug heroin – as well as 20 individual plastic wraps of the narcotic drug cocaine – on or about Oct. 30, 2012 in the City of Norwich.

In October, a Chenango County grand jury indicted Rattley on unrelated charges of third degree criminal possession of a controlled substance, a class B felony; and fifth degree criminal possession of a controlled substance, a class D felony. That indictment alleges that Rattley, in August of 2012 in the City of Norwich, did knowingly and unlawfully possess – with the intent to sell – 21 glassine envelopes containing the narcotic heroin, as well as four plastic wraps containing the narcotic cocaine, with an aggregate weight of .65 grams.

In December, Rattley appeared in county court to argue a motion to defend himself at all future court proceedings. At that time, acting Chenango County Court Judge Julie A. Campbell said she “couldn’t imagine” why, with the seriousness of the charges brought against him, Rattley would want to proceed without counsel. As a potential persistent felon due to his criminal history, Rattley could be facing two life sentences in state prison if convicted on both criminal possession indictments. He remains in custody at the Chenango County Correctional Facility on $500,000 cash bail.

• Ariana L. Edwards, 35, Binghamton, was indicted on charges of third degree criminal possession of a controlled substance, a class B felony; tampering with physical evidence, a class E felony; and seventh degree criminal possession of a controlled substance, a class A misdemeanor.

It’s alleged that Edwards, on or about Sept. 3, 2012 in the City of Norwich and in concert with another, knowingly and unlawfully possessed six individual plastic wraps of the narcotic cocaine, with the intent to sell. Furthermore, it’s alleged that Edwards attempted to intentionally prevent the discovery of the narcotics, as well as a hypodermic instrument, concealing them internally.

• Thomas Williams Jr., 23, Long Island City, was indicted on charges of third degree criminal possession of a controlled substance, a class B felony; and seventh degree criminal possession of a controlled substance, a class A misdemeanor.

Williams is accused of knowingly and unlawfully possessing six individual plastic wraps of the narcotic, with the intent to sell, on or about Sept. 3, 2012 in the City of Norwich and in concert with another.

• Tyler R. Webb, 20, Coventry, was indicted on charges of third degree grand larceny, a class D felony; and petit larceny, a class A misdemeanor.
